For example, you might want to prevent all item writers from using the character '&' within a stem/stimulus and answer choices (thus forcing them to use the word 'and'). Or, you might want to force a group of item writers to include a certain word or phrase within each of their answer choices (e.g., 'as of year-end 2013').
